Members ranked by The Spread — how the timing of their disclosed transactions compares with simply holding the market over the same 90 trading days.
Read this before reading the table. Congress discloses transactions, not holdings — no share counts, no cost basis, no portfolio. A real portfolio return therefore cannot be computed from this data by anyone. What can be computed is timing: for each disclosed trade, the security's return over the next 90 trading days minus the S&P 500's return over the same span, signed by direction (a purchase gains from a rise, a sale from a decline avoided), weighted by the midpoint of the filed dollar range.
A wide spread means the disclosed trades were well timed. It is not proof of anything else. Small samples swing wildly, luck exists, and a member's broker or financial adviser may be making every decision. The full formula and its limits are on Methodology.

Across every priced transaction in the database, the average excess return is close to zero. Congressional trading as a whole does not beat the market by much in this data. The table below shows the distribution around that average — in both directions.
